Along with many other counties, Howard was created in 1851. At one time it was part of Fayette County which was the "largest county in the world." Administration for election, revenue and judicial purposes was done in Chickasaw County. For many years after its organization in 1855 Howard County was undecided as to where the county seat was to be located. The county seat was moved so many times even the residents weren't sure where it was. The records, if any survived, would have been scattered all over the county.
