Project Manager, E-Government and Grant Manager

Coordinate the department's E-Government project by establishing and managing the department's deployment of Internet based licensing.   Assist department personnel in the procurement of federal grants.

Direct a staff of 92 employees, which includes laboratory professionals and technical staff, administrators, field staff, and office support personnel. Manage a $4.5 million annual budget of state and federal revenue.

General responsibilities consist of the regulation of four major agricultural industries: pesticide, fertilizer, feed and seed, including the administration of the Environmental Protection Agency's Insecticide, Fungicide, and Rodenticide Act; endangered species protection; pesticide worker protection, and groundwater protection programs.

Additional responsibilities involve the administration of the state's nursery inspection program, the Gypsy Moth eradication and the biotechnology regulatory programs, the United States Department of Agriculture's brucellosis and pseudo-rabies testing program, and the Food and Drug Administration's medicated feed program.

Administrative Assistant Office of the Lieutenant Governor of Iowa
1985 - 1987

Served as an advisor to the Lieutenant Governor of Iowa on legislative, agricultural, health, peace and labor issues. Responsible for assisting the Lieutenant Governor in advancing legislative issues among members of the General Assembly and the general public. Prepared speeches and position papers.

Director of Professional Security Iowa Nurses' Association
1980 - 1985

Responsible for the administration of the association's collective bargaining and legislative programs. Administered the association's collective bargaining agreements by processing grievances; conducting arbitration hearings, mediation sessions and contract negotiations. Developed and implemented association strategy on legislative issues. Directed the activities of the association's lobbyist.

Research Analyst Iowa State Senate
1976 - 1980

Advised members of the State Senate on tax and labor issues. Conducted research on related issues and prepared position papers for Senate members. Worked closely with legislative leaders and members in both chambers of the General Assembly.

International Representative Retail Clerks International Association, AFL-CIO
1974 - 1976

Formed employee organizations in health care facilities around the Midwest; conducted formal hearings at the National Labor Relations Board, and negotiated collective bargaining agreements.

1970 - 1974

Assigned enlisted personnel to sea and shore duty stations in the Western Pacific. Processed service records of enlisted personnel for disciplinary action. Honorably discharged.
