The Howard H. Cherry Scout Reservation (HHCSR), located a few miles southeast of Central City, Iowa, is comprised of approximately 475 acres that border the Wapsipinicon river. HHCSR serves Scouts of the Hawkeye Area Council, Boy Scouts of America, and is also available to other youth groups, corporations, and individuals. The COPE course, officially named the Aegon Challenge Course, is located at Camp Wakonda, one of two camps that comprise HHCSR.
1991 marked the beginning of the development of a Low C.O.P.E. course (Challenging Outdoor Personal Experience) with donations of material and equipment by Iowa Electric Light and Power.
By 1992 the Low C.O.P.E. was in use with staff directing initiative games, portable challenges and permanent stations including - the artesian, meat grinder, vertical bar, nitro crossing, crisscross, tee-pee shuffle, trust fall; High C.O.P.E. was well underway with six stations including - the giant's ladder, burma bridge, balance beam, rappelling wall, zipline.
In 2001, the AEGON Transamerica Foundation contributed $100,000 to HAC for construction of the AEGON Climbing Center and improvements to the renamed AEGON Challenge Course. This funding provided a 50 foot climbing tower and the addition of ten new events at the Challenging Outdoor Personal Experience (COPE) course.
The AEGON Challenge Course and the AEGON Climbing Center have been strengthened by in-kind donations from additional community businesses including: Alliant Energy, Rural Electric Cooperative, Nesper Signs, Sign Productions, and D&N Fence.

North on I-380 to exit 28, turn right (east) onto County Home Road (E34), go east to Hwy 13, continue east 5 miles into town of Whittier, turn left (north) onto Whittier Road (X-20), go 5 miles to town of Waubeek, turn right crossing bridge onto Boy Scouts Road, go 1 mile to Camp Waubeek, 2 miles to Camp Wakonda.
(Hwy 13) East 3 miles on E16, turn right (south) onto Duck Pond Road, go .7 miles, turn left onto Boy Scouts Road, go .7 miles to Camp Wakonda, 1.7 miles to Camp Waubeek.
Turn right (west) onto E16, go 12.4 miles, turn left (south) on X-20, go 1.2 miles, turn right onto E16, go 2.2 miles, turn left (south) on Duck Pond Road, go .7 miles, turn left onto Boy Scouts Road, go .7 miles to Camp Wakonda, 1.7 miles to Camp Waubeek.
