REGULAR MEETING:  October 13, 2015.  The regular meeting of the Oxford Junction City Council was held at the Wregie Memorial Library.  Mayor Shirley called roll at 7 pm.  Council present were Bonny, Chase, Krutzfeld, Stevenson, and Klemme.  Staff present was Hansen, Wiese, and  Eberhart.  Visitors were Shirley Jones-Midland Times, Denny Coon-Fire Chief, Merle Tank-JFO & Landfill, and Gerald Brauer.

     Moved by Krutzfeld seconded by Klemme to approve the agenda.  Roll Call Vote.  All Ayes.  Motion Carried.

     Moved by Bonny seconded by Stevenson to approve the consent agenda.    Roll Call Vote.  All Ayes.  Motion Carried.

     Fire Chief Denny Coon stated they had one ambulance assist call last month.  They are planning the feather party and fish fry for November 7th and planning to help with the Halloween party on Oct 31st

     Sheriff Graver sent his report.  There were 14 calls including one for a dog bite that the City received a written complaint about.  We have also had numerous verbal complaints about the same dog.

     Moved by Krutzfeld seconded by Chase to have the dog that bit removed from City limits.  Roll Call Vote.  All Ayes.  Motion Carried.

     Discussion was started about Wiese’ annual review and before anything was decided Wiese turned in his two week notice.  The council agreed to let Eberhart attend the Annual Water Conference in Manchester on October 28th.  The council wanted to know if Eberhart had obtained his CDL yet.  He stated that he has been reading the book and will go try to get it soon.  Visu-Sewer came and ran a camera through the sewer line under 1st Ave S. in preparation for lining.  They discovered that there is a lot of 1” road rock in there.  We will need to find out where that is coming from.

     Moved by Krutzfeld seconded by Bonny to have Visu-Sewer do more camera work to find the source of the rock.  Roll Call Vote.  All Ayes.  Motion Carried.

     Merle Tank stated that the landfill purchased a computer for the guys so they would no longer have to do paperwork by hand.  They are looking into getting a recycling program for glass.

     The council approved the clerk to go to the budget workshop in Coralville on November 17th.

     Moved by Krutzfeld seconded by Bonny to approve Resolution 2015-17 Setting new librarian (Stephanie Dosland) wages at $9.50/hr.  Roll Call Vote.  All Ayes.  Motion Carried.

     Kathy Chase attended the last JFO meeting and discussed having them add some content about some of our ordinances to the new welcome to town packets.  They will be contacting the clerk to get some information for the packets. 

     Moved by Krutzfeld seconded by Stevenson to approve ECICOG as our grant administrator for the housing grant and to have the mayor sign the contract with ECICOG for CDBG services.  Roll Call Vote.  All Ayes.  Motion Carried.

     The committee for the housing grant will consist of the city clerk, Kathy Chase, Mike Shirley and we will ask Erika Lineburg if she would be on the committee also.

     Moved by Klemme seconded by Stevenson to approve renewing liquor license for Schakey’s Place.  Roll Call Vote.  All Ayes.  Motion Carried.

     US Cellular is looking to lease some land to put up a tower.  They need a 75x75 foot area.  The mayor will measure and see if we have enough room up by the water tower or possibly ask them if they would be interested in our well site north of town.

     Moved by Bonny seconded by Klemme to lease some land to US Cellular if we can get them to agree to a spot on City property.  Roll Call Vote.  All Ayes.  Motion Carried.

     Discussion was held on the fence and easement that the city has with Calvin Mangler.  The documents that Mangler’s provided to the city will be turned over to the attorney and he can decide what needs to be done.

     Kathy Chase stated the she and Kristina had spoken with another attorney at the conference they attended.  He is very interested in representing the City.  We will invite him to attend at meeting so we can meet him and decide if we would like to retain his services.

     Moved by Krutzfeld seconded by Klemme to go into a closed session pursuant to Iowa Code 21.5(c) at 8:15 pm.  Roll Call Vote.  All Ayes.  Motion Carried.

     The council came out of closed session at 8:30 pm.

     Moved by Bonny seconded by Klemme to adjourn at 8:30 pm.
