REGULAR MEETING:  July 10, 2012.  The regular meeting of the Oxford Junction City Council was held at the Wregie Memorial Library at 7:00 pm.  Mayor Tank called roll.  Council present were Chase, Bonny and Wiese.  Balichek and Ewing were absent.  Staff present was Hansen.  Visitors were Nicole Shueller-Allied Waste, Maggie Burger-Speer Financial, Denny Coon-Fire Chief, Marlene Flory-JFO & Midland Times, and Jones County Sheriff Greg Graver.

     Moved by Bonny seconded by Chase to approve the agenda.  All Ayes.  Motion Carried.

      Nicole Shueller from Allied Waste gave a presentation on using a cart system in town for garbage and/or recycling pickup.  The company would provide the carts at no cost to the residents or the City.  We would need to sign a 5 year contract as opposed to the current 2 year contract.  Allied will put together a price proposal and get back to the City to see if they are interested.

     Maggie Burger from Speer Financial gave the Council an excellent presentation on how their company works and how they could help the City with its financing for the Curb & Gutter project.  She completely went through her written proposal with the Council and answered all question.

     Moved by Chase seconded by Bonny to hire Speer Financial as our financial advisor for the Curb & Gutter project.  Roll Call Vote.  Bonny, Chase and Wiese Ayes.  Ewing and Balichek Absent.  Motion Carried.

     Fire Chief Denny Coon reported that the Fire Company gave the City $30 for water from filling pools.  They had the annual pump testing done by a new company and eliminated one of the pumps.  This combined saved about $1000.  They responded to 2 calls last month.  They will receive a donation from Citizens State Bank for helping cook for their appreciation breakfast on Sunday, July 15th.

     Jones County Sheriff Greg Graver told Council they will have 4 deputies working from Anamosa to the County line during Ragbrai.  Graver also stated that he will begin dealing with junk vehicles in town soon.

     The chlorine tester has not been reading correctly so Wink got some prices for a new one from Hach Company.   The one we have now is around 18 years old and not worth fixing.

     Moved by Bonny seconded by Wiese to buy a new pocket colorimeter similar to the old one for $399.  Roll Call Vote.  Bonny, Wiese and Chase Ayes.  Ewing and Balichek Absent.  Motion Carried.

     Tank reported that the landfill was looking into getting a new contract for white goods and also negotiating with Millenium Waste in Milan for another 10 year contract.

     The mayor, Bonny, and Chase will meet with Charlie Wiese for his annual evaluation at 8:30 am on July 23rd.

     The Mayor and two Council members performed the annual evaluation of the City Clerk.  They have suggested a $1.00 per hour raise.

     Moved by Chase seconded by Bonny to give City Clerk Hansen a $1.00 per hour raise starting July 1st.  Roll Call Vote.  Bonny, Chase, and Wiese Ayes.  Ewing and Balichek Absent.  Motion Carried.

     Mayor Tank reported that the seat on the red truck needs repaired.  Mark’s Upholstery would do it for around $140 if the guys took the seat out of the truck for him.

     Moved by Bonny seconded by Wiese to have Mark’s Upholstery repair the seat on the red truck.  All Ayes.  Motion Carried.

     The City credit card was discussed again this month.  The card will be from Citizens State Bank and will be in the City of Oxford Junction’s name.  Authorized users will be Mayor Merle Tank and the City Clerk, Stacia Hansen.  When a purchase is made using the card both Hansen and Tank need to be aware of it before the purchase is made.  We will request a $1000 limit.

     Moved by Bonny seconded by Wiese to approve closing a block of Church Street on July 21st for the Dick Sobotka auction.  All Ayes.  Motion Carried.

     Wiese reported that the library got 5 more new kids rugs for about the same price altogether as it cost for the 1 they got previously.  They would like to appoint Calvin Mangler to the library board.  Mayor Tank then approved Mangler and appointed him to the board.

     Marlene Flory reported that the JFO did well with their activities on the 4th of July despite the heat.  Frisbee Golf will hopefully be installed soon at Wapsi Park.

     Moved by Bonny seconded by Chase to close Broadway from 1st to 2nd Ave and also West Broadway for Ragbrai on the 28th of July.  All Ayes.  Motion Carried.

     Moved by Bonny seconded by Chase to approve Resolution 2012-13 Setting the mileage rate at 50 cents for the fiscal year 2012-2013.  Roll Call Vote.  Bonny, Chase, and Wiese Ayes.  Ewing and Balichek Absent.  Motion Carried.

     Moved by Bonny seconded by Wiese to approve Resolution 2012-14 to set wages for the fiscal year 2012-2013. Roll Call Vote.  Bonny, Chase, and Wiese Ayes.  Ewing and Balichek Absent.  Motion Carried.

     Moved by Chase seconded by Bonny to approve Resolution 2012-15 Lien for 121 Main St.  Roll Call Vote.  Bonny, Chase, and Wiese Ayes.  Ewing and Balichek Absent.  Motion Carried.

     Moved by Chase seconded by Bonny to approve Resolution 2012-16 Lien for 301 Fairview.  Roll Call Vote.  Bonny, Chase, and Wiese Ayes.  Ewing and Balichek Absent.  Motion Carried.

     Moved by Bonny seconded by Wiese to set Aug 14th at 7 pm for public hearing on a new ordinance to Ban Outdoor Furnaces.  All Ayes.  Motion Carried.

     Council decided to have the attorney draft and send letters to the owners of 3 houses in town regarding the run down condition and try to get them declared as dangerous buildings.

     There was no public response.
