REGULAR MEETING:  January 13, 2015.  The regular meeting of the Oxford Junction City Council was held at the Wregie Memorial Library.  Mayor Shirley called roll at 7:04 pm.  Council present were Bonny, Chase and Klemme.  Krutzfeld was absent and one seat is vacant.  Staff present were Hansen, Wiese and Woodrum.  Visitors were Shirley Jones-Midland Times, Denny Coon-Fire Chief and Merle Tank-Landfill & JFO. 

     Moved by Klemme seconded by Bonny to approve the agenda.  Roll Call Vote.  Ayes:  Bonny, Chase, Klemme.  Absent:  Krutzfeld.  Motion Carried.

     Moved by Bonny seconded by Klemme to approve the resignation of Matt Thomsen from the Council.  Roll Call Vote.  Ayes:  Bonny, Chase, Klemme.  Absent:  Krutzfeld.  Motion Carried.

     Discussion was held on appointing someone to fill the council vacancy created by the resignation of Matt Thomsen.  Matt put in his resignation on December 9th.  So far we have only had one person, Kristina Stevenson, submit their interest in the council seat.  Concerns were raised about Kristina being related to Kathy.  It is not nepotism because one is not the other ones boss, but some were still concerned that it would create issues. 

     Moved by Bonny to appoint Kristina Stevenson to the open council seat.  Motion died for lack of a second. 

     We will have a special meeting on February 3rd at 7 pm to either appoint someone to the council or decide to have a special election. 

     Fire Chief Denny Coon reported 2 calls last month.  One house fire in Lost Nation caused by an electrical outlet and one for corn stalk bales on fire.  Denny stated that since Thomsen resigned they need another elected official to attend the EMA meeting on Thursday to vote on the budget.  Mike Shirley will attend the meeting.  EMT classes have been pushed back a week or two because of problems getting registered through Kirkwood.  They will be using another college for the classes.

     Moved by Chase seconded by Klemme to approve the Jones County Sheriff’s Contract for fiscal year 2015-2016 for $23,784.  Roll Call Vote.  Ayes:  Bonny, Chase, Klemme.  Absent:  Krutzfeld.  Motion Carried.

     Wiese stated that Woodrum never received his 90 day review and thinks that he should because he has been doing a very good job.  This will be done tomorrow at 2 pm with Shirley, Klemme and Wiese.  Wiese also stated that they would really like a metal detector to locate water shut offs because the one they have is really small and doesn’t work right.  Wiese stated they have them at Menards for $275.    Wiese thinks that residents should be charged for meters if they freeze and break.  He will need to order more meters because he is almost out. 

     Moved by Bonny seconded by Klemme to approve buying a metal detector at Menards for $275.  Roll Call Vote.  Ayes:  Bonny, Chase, Klemme.  Absent:  Krutzfeld.  Motion Carried.

     Merle Tank reported that the landfill is still looking for a compactor for recyclables.  They have also selected a new engineering firm to do the testing because the old one is retiring. 

     Tank also stated that the JFO will probably not do anything else until garage sale day in May.

     Klemme reported that the new librarian is trying to get settled in and learn everything.   Tina will be coming in to help her for a couple days to get some thinks straightened out.

     Moved by Klemme seconded by Chase to approve Resolution 2015-2 Appointments.  Roll Call Vote.  Ayes:  Bonny, Chase, Klemme.  Absent:  Krutzfeld.  Motion Carried.

     Moved by Klemme seconded by Bonny to approve giving JETS and Macs Booster $150 donation each.  Roll Call Vote.  Ayes:  Bonny, Chase, Klemme.  Absent:  Krutzfeld.  Motion Carried.

     Moved by Bonny seconded by Klemme to approve the Midland Times as our official newspaper for the year.  Roll Call Vote.  Ayes:  Bonny, Chase, Klemme.  Absent:  Krutzfeld.  Motion Carried.

     Discussion was held on what to do about the water tower contract.  It was decided to let the current contract go and just do an agreement with Central Tank to do a cleaning and inspection in the summer of 2016. 

     Moved by Klemme seconded by Bonny to sign agreement with Central Tank for cleaning and inspection in summer of 2016 for $1,850.  Roll Call Vote.  Ayes:  Bonny, Klemme, Chase.  Absent:  Krutzfeld.  Motion Carried.
