REGULAR MEETING: February 14, 2012. The regular meeting of the Oxford Junction City Council was held at the Wregie Memorial Library at 7:00 pm. Mayor Merle Tank called roll. Council present were Bonny, Balichek, Ewing, Wiese and Chase. Staff present was Wink and Hansen. Visitors were Rita Balichek-Oxford Township Trustee, Marlene Flory-JFO & Midland Times, and Jones Co Sheriff Greg Graver entered at 7:40 pm.

Rita Balichek with the Oxford Township Trustees asked the Council to raise the donation amount to the Mayflower Cemetery from $1500 to $2000 per year.
Moved by Ewing seconded by Balichek to increase the donation amount for Mayflower Cemetery from $1500 to $2000 per year to be payable to the Oxford Township Trustees. Roll Call Vote. All Ayes. Motion Carried.
Council reviewed the report from the Fire Dept. They have received two bids for the new roof and are still working on the USDA grant to help with the cost. Merle and Denny met with Hancock on Sat and he said he would help them through any red tape. OJ Fire will be hosting the County wide meeting on Feb 21st. They are looking at making an application for a FEMA Assistance to Firefighters Grant for new turnout gear. The 5 firemen enrolled in Firefighter 1 classes will be completing the classroom portion next week and will then be testing. Some will be participating in hazardous materials recertification and storm spotter training in Anamosa. The firemen’s dance is scheduled for March 3rd featuring “Jammer” at the Legion from 8-12.
Moved by Bonny seconded by Balichek to allow both maintenance guys to go to an operators mtg in Manchester on March 7th, J&R Supply open house on March 15th and a two class in Dubuque in April. All Ayes. Motion Carried.
Tank reported that the Landfill is looking into a packing peanut exchange program because they can’t get enough weight on a load because they are so light.
Discussion was held on purchasing a new lawn mower. The mayor presented several estimates from John Deere and Kunau Implements. Larry Ewing also presented a couple of estimates that he had gotten.
Moved by Balichek seconded by Bonny to purchase a John Deere X740 with 54” deck provided Merle can get them as close to $7000 as possible with the trade in of our old mower. Roll Call Vote. Bonny, Balichek, Chase, Wiese Aye. Ewing Nay. Motion Carried.
Jones County Sheriff Greg Graver presented the report to the Council. He also had the Mayor sign the new contract for 2012-2013. It is exactly the same as last year.
Moved by Bonny seconded by Balichek to approve the contract. All Ayes. Motion Carried.
Moved by Bonny seconded by Balichek to approve the Clerk to attend a meeting in Hiawatha on March 22nd. All Ayes. Motion Carried.
Maddie Wiese reported that the library roof in leaking in the front corner. Angie will try to get a grant to repair it. She also had some lights replaced and they got 16 free large print books sent to them.
Marlene Flory from JFO reported that they will be taking applications from homeowners for free paint to paint the outside of houses in OJ. They are working on trying to get a grant for landscaping also.
Moved by Balichek seconded by Wiese to approve Resolution 2012-5 To set March 13th for the public hearing for loan agreement for curb & gutter with principal amount not to exceed $425,000. Roll Call Vote. All Ayes. Motion Carried.
Moved by Balichek seconded by Bonny to approve Resolution 2012-6 To set March 13th for the public hearing for revenue loan and disbursement agreement for the new well with principal amount not to exceed $400,000. Roll Call Vote. All Ayes. Motion Carried.
Mayor Tank suggested moving all raises and evaluations to fiscal year beginning instead of individual hire dates. He suggested giving a straight percentage to everyone at fiscal year to make it easier to budget.
Moved by Balickek seconded by Bonny to leave things the way they are at hire date. All Ayes. Motion Carried.
Tank then suggested getting a committee together to do evaluations with him and the employee. The Council thought that sounded like a good idea.
Discussion was held on the Senior Dining Meals and the way they prepare, deliver and pay for meals.
Moved by Bonny seconded by Balichek to donate $300 to Senior Dining. Roll Call Vote. All Ayes. Motion Carried.
Moved by Balickek seconded by Wiese to set March 13th as date for public hearing on the FY 2012-2013 Budget and FY 2011-2012 Budget Amendment. Roll Call Vote. All Ayes. Motion Carried.
Moved by Chase seconded by Bonny to sell the generator by sealed bids. All Ayes. Motion Carried.
Discussion was held on the letter received about Ragbrai. They will be coming through OJ on the last day and it will be in the morning and will probably be through here pretty fast. They will be coming from Anamosa and going to Clinton on this day. Hopefully the Junction for Opportunities will be chairing this event.
Moved by Bonny seconded by Balichek to agree to the terms and shut down time of 11:30 am for Ragbrai on July 28th. All Ayes. Motion Carried.
Moved by Bonny seconded by Balichek to approve new liquor license for Last Call. Roll Call Vote. All Ayes. Motion Carried.
