REGULAR MEETING, August 12, 2008.  The regular meeting of the Oxford Junction City Council was held at the Wregie Memorial Library at 7:00 p.m.  Council members present were Dobling, Bonny, Martin, and Schewe. Balichek was absent. Staff present was Hansen and Wink entered at 7:43. Visitors were Marlene Flory-Midland Times, Ted Birdsall, Kathy Chase, Everett Chase Thyrsa Driver, Denny Coon-Fire Dept., Brian Eckhardt-Jones Country Sheriffs Dept., Kelly Dodge-Midland Child Care Facility, Sharyn Jensen, Xera Tubbs, Sherrie Benhart and Rita Balichek-OJ Betterment Committee, Steve Thompson and Greg Gunderson-MSA.

Moved by Bonny seconded by Dobling to approve agenda.  All Ayes.  Motion Carried.

Moved by Bonny seconded by Dobling to approve consent agenda..  All Ayes.  Motion Carried.

Moved by Bonny seconded by Dobling to approve the August bill list.   All Ayes.  Motion Carried.

Kelly Dodge reported on the status of the new Midland Child Care Facility.  AMENT has been hired to design the facility that is to be built behind the Bronson Building in Wyoming.  The project is projected to take 2 years.  Donations of $1600.00 have already been raised for the project.

Sharyn Jensen and Xera Tubbs expressed their concerns about the condition of 1st Ave S.  They were told that FEMA will be examining the street as soon as the City is assigned a project manager.  Maint. Superintendent Wink will also be using a blade to scrape the edges of the street now that the sand is gone.

Sherrie Benhart and Rita Balichek expressed their concerns about the condition of Mill Walk Way.  Moved by Bonny seconded by Martin to give Tom Ihrig 15 extra hours to clean up Mill Walk Way.  All Ayes.  Motion carried.

Sherrie Benhart and Rita Balichek also wanted liners put into the garbage barrels placed around town.  The city will take care of putting liners in barrels.

Brian Eckhardt from the Jones County Sheriffs Dept reported 75 hours for the month of July.

Denny Coon from the Fire Dept reported that the Hazard Mitigation Plan has been sent to FEMA.  Coon also invited everyone to attend a demonstration of the new outdoor warning system to be installed.  This will be held on Mon. Aug. 18th at the OJ Fire Station/McCreight Park at 7:00pm.

Wink reported that a sickle mower has been purchased from Sonny Clary for $75.00. 

Moved by Bonny seconded by Martin to continue to give Shannon Petersen hours as needed to train City Clerk.  All Ayes.  Motion carried.

Greg Gunderson and Steve Thompson from MSA talked about progress with FEMA.  Also reported that they have been by-pass pumping the raw sewage to the lagoon.

Moved by Bonny seconded by Schewe to sign the Iowa Finance Authority application for funds for lagoon project.  Roll Call Vote.  All Ayes.  Motion Carried.

Moved by Dobling seconded by Schewe to sign the Work Change Directive #2 from Connolly Construction for dewatering of trench.  Roll Call Vote.  All Ayes.  Motion Carried.

Mayor Merle Tank reported that Wapsi Waste was in debt to the Jones County Landfill, but would be clear of debt to the landfill commission within six months.

Moved by Dobling seconded by Bonny to approve the bid from Ricklefs Excavating for the removal of sand.  Roll Call Vote.  All Ayes.  Motion Carried.

Discussion was held regarding the reconstruction of the lagoon road.  It was decided to have a special meeting on August 26, 2008 to discuss and/or approve bids for reconstruction of the lagoon road and to decide on an engineer for the curb & gutter project and relocation of water mains.

Marlene Flory wanted to let everyone know the new name for Horizons is now Junction of Opportunities.

Discussion was held about possibly getting a street sweeper for 1st Ave S.  Will contact Tom Peak about borrowing/renting one.

Discussion was brought up about sending out thank you letters to all of the farmers and Farm Bureau for their volunteer work and donations of equipment in the sand removal process.  City Clerk will send out thank yous.

Moved by Bonny seconded by Martin for City Clerk to purchase a digital camera and accessories for the City, not to exceed $300.00.  All Ayes.  Motion carried.

Moved by Schewe seconded by Dobling to sign contract with AgVantage FS for prepaid LP.  All Ayes.  Motion carried.

Moved by Dobling seconded by Bonny to approve silver for the color of light poles to be painted.  All Ayes.  Motion carried.

Moved by Dobling seconded by Bonny to approve the 3rd reading of the Ordinance for Electric Franchise.  Roll Call Vote.  All Ayes.  Motion Carried.
