SPECIAL MEETING, April 28, 2009. A special meeting of the Oxford Junction City Council was held at the Wregie Memorial Library and on 1st Ave S at 6:30 p.m. Mayor Tank called roll call at 6:39. Council members present were Schewe, Martin, Dobling and Bonny. Balichek entered at 6:43. Staff present was Hansen. Visitors were Marlene Flory-Midland Times, Les and Eva Haferbier, Keith Somerville-MSI, Don Kleis and Brad Brownell-Kluesner Construction.
Moved by Bonny seconded by Dobling to approve the agenda. All Ayes. Balichek absent. Motion Carried.
Les and Eva Haferbier addressed the Council about moving in a 16’X80’ 1990 mobile home to an empty lot on 1st Ave N. Tank thought their was a rule in the Ordinances about asking home owners within 600ft the proposed site if they had any objections. The City Clerk will look into this further before Council make a decision.
Somerville explained to the Council that if MSI was awarded the bid for 1st Ave S that they would scarify and pulverize the existing street and put that material back down. They would then cover that with 2” of road rock and double seal coat it with HFB90 liquid asphalt. They would also line up the manholes with the street and address the drainage problems.
Kleis then presented the proposal from Kluesner Const. He explained that they would trim the edges and address the drainage problem. They would then grind up the material and spread it out using it as a sub-base. They would then cover it with approx 4” of road stone and raise it for proper drainage. They would also raise three manholes. Finally they would seal coat with MC3000. He also recommends a second seal coat.
Everyone then proceeded to 1st Ave S for the walk through and further explanation from MSI and Kluesner Const.
Everyone except for Kleis, Brownell and Somerville returned to the library. The Council had a brief discussion on the presentations.
Moved by Dobling seconded by Bonny to accept the bid from Kluesner Constuction in the amount of $40,857.60 for 1st Ave S with a second seal coat to be applied in 2010 for an additional coast. Roll Call Vote. All Ayes. Motion Carried.
Discussion was held on the garbage contract that expires on June 30, 2009. Tank will get the clerk names of garbage service providers from his landfill meeting. The clerk will then send out letters to request proposals. All bids will be opened at the June Council meeting.
Moved by Bonny seconded by Dobling to donate $100 to the Jones County K9 Unit. All Ayes. Motion Carried.
In public response Tank noted that Mark Jobgen from IIW said they were finished surveying on Hwy 136 and ready to do the walk through with Council. The Council decided on Mon May 4th at 6:00 pm. They will meet in front of City Hall.
Moved by Balichek seconded by Bonny to adjourn the meeting at 8:18 p.m. All Ayes. Motion Carried.
