School Board approves budget

The Iowa Valley School Board approved a $0.04 increase in the school district’s property tax levy April 7 for the fiscal year beginning July 1.

The property tax levy for the current fiscal year is $16.34 per $1,000 of taxable value. Next year’s levy will be $16.38 per $1,000 of taxable value.

A public hearing for the school district’s fiscal year 2011 budget was held April 7.

Superintendent Alan Jensen noted the state did approve a 2 percent increase for allowable growth. He also said property valuations in the IV School District decreased by approximately $800,000 in the last year.

Jensen said it is the first time he has seen property valuations decrease in any of the school districts he has served as superintendent.

The certified enrollment for the Iowa Valley School District did drop by 25 students from last year. In FY11, the school district will receive $5,883 in state aid per pupil.

Jensen said the IV School District will receive $155,000 in state assistance next year. The district received $79,000 in state assistance this year, he said.

The voted physical plant and equipment levy will stay at 6 percent. The instructional support income surtax will also stay at 10 percent.

The cash reserve levy will be cut in half, Jensen said, as a means to keep the general fund property tax levy down.

In addition, the school board has made budget reductions over the course of the year. For instance, April 7 the school board approved the resignations of special education classroom associate Bobbie Breja and part-time central office secretary Rosemary Heller. Neither of those positions will be filled.

The school board also approve the resignation of cheerleader advisor Mikaela Kienitz, which position will be filled.

One new step the IV School Board took this year was approve a budget guarantee of 101 percent. The board passed a resolution stating, “In order to receive the 101 percent budget guarantee… the board of directors of the Iowa Valley Community School District will levy property tax for fiscal year 2010-2011 for the regular program budget adjustment as allowed under section 257.14, Code of Iowa.”

“We need to do this to make ends meet,” Jensen said.

The IV School Board unanimously approved the FY11 budget as well as the budget guarantee resolution.

SAFETY NETTING

The Iowa Valley School Board approved a request from IV athletic director Ray Cooling to install netting between the baseball field and the softball field in order to hold games simultaneously.

Cooling proposed the idea to the school board March 22. Cooling said if the baseball and softball games are held at the same time, it will increase attendance and fan support at home games. He said HLV has implemented the same program and has installed a safety net between diamonds with success.

Cooling researched the cost with help from IV School Board member Frank Davis. He said REC will provide the equipment and labor to install two poles for $375. He said a 30 foot by 95 foot net will cost $1,100. He said he does not know the cost of a used utility pole.

The IV School Board approved the request, with the stipulation that the cost not exceed $1,800. The funding will come out of the district’s PPEL fund. If the cost does exceed $1,800, the money will come out of the athletic fund.
