Belle Plaine man sentenced for indecent exposure

On April 1, 2010, Larry L. Phillippe of 601 4th Street, Belle Plaine, Iowa was sentenced for committing the act of indecent exposure related to an incident which occurred in Belle Plaine in June of 2008. Larry L. Phillippe, age 65, was arrested for this offense on August 27, 2008 following a joint investigation of the Belle Plaine Police Department and the Benton County Sheriffs Department. Larry L. Phillippe entered his guilty plea to this offense on March 19, 2020. Indecent Exposure is a serious misdemeanor punishable by up to one year of incarceration in a county jail, a minimum fine of $315 (up to a maximum of $1875), plus statutory surcharge and court costs.

The Iowa District Court gave Mr. Phillippe a deferred judgment at sentencing, placed him on two years of supervised probation to the Department of Correctional Services and imposed the following probation conditions on him:

1. Defendant shall have no further law violations.

2. Defendant shall pay a $300 probation supervision fee.

3. Defendant shall pay a civil penalty in the amount of $315.

4. Defendant shall pay all court costs.

5. Defendant was placed pursuant to the special sentence provisions of Iowa Code Section 903B.2 on a parole of ten years which shall commence upon the completion of his sentence.

6. The Defendant shall within 5 days of sentencing register with the Benton County Sheriff as a sex offender

7. The Defendant shall successfully complete the sex offender treatment program.

The case was prosecuted by Benton County Attorney David C. Thompson. Mr. Thompson, on behalf of all Benton County law enforcement agencies, would like to particularly thank the West Des Moines Police Department for their aid and assistance with the video evidence that was used in this case.
